The programme has three strands:
- the creation of an education development programme focussing on the Change for Children Agenda and citizenship and diversity as key themes
- Learning Links reciprocal work placement scheme between teachers and museum and archive educators
- the maintenance of a North West regional database recording schools’ participation in museum and archive learning activity
DFES/DCMS have stipulated that all strands of the programme deliver the same key outcomes:

Demand: A decrease in the number of non-participating schools

Supply: An increase in capacity in skills to support education within the Museums and Archives sector

Brokerage: The development of services and facilities which, make it easier for schools to access museum and archive education services.
This programme provides another building block towards the aim of providing a comprehensive service for schools across the region and ultimately a cultural entitlement for pupils.
Learning Links 2006-07
Learning Links, now in its third year, is a funded professional development opportunity for museum/archive staff and teachers from “non-participating” schools to spend a minimum of 5 days in each others’ workplace.
A maximum grant of £2000 will be available to each participating museum or archive.
All placements must take place by the end of February 2007.
